Indexation of subsidized childcare services user fees on 1 January 2017

The basic rate and the additional contribution to be paid by parents whose child attends a subsidized daycare will be indexed as of 1 January 2017.

Pensions under the Québec Pension Plan will increase by 1.4% in 2017

The plan undergoes changes every year. One of those changes is the indexation of your pensions.

In January 2017:

  • based on the cost of living, your pensions will increase by 1.4%
  • the maximum pensionable earnings (MPE) will increase from $54 900 to $55 300.

New social security agreement with Brazil

As of 1 October 2016, a new social security agreement between Québec and Brazil will come into force, allowing workers to obtain a certificate of coverage for work in a foreign country and to file retirement pension applications. If your family situation changes, Retraite Québec recalculates the amount of your child assistance payment. You must contact us to obtain the amounts to which you are entitled. For example, you have just obtained shared custody. See the other changes.

New Agreement Respecting Multi-Jurisdictional Pension Plans

The new Agreement was reached between the governments of five provinces. It applies to the pension plans under the jurisdiction of the supervisory authority of any of the provinces and that have members and beneficiaries in more than one of the provinces. All parents must file income tax returns to continue receiving child assistance

You and your spouse must file a Québec income tax return to receive child assistance. Even if one or both of you have no income to declare, you must file a return every year. Your file will then be up to date in July when we calculate the amount to which you are entitled.

Specifications on margins for adverse deviations

In the absence of a stabilization provision, Retraite Québec expects actuarial valuations to include a margin for adverse deviations in establishing the interest rate assumption on an on-going basis. However, actuarial valuations carried out after 30 December 2015 on private-sector pension plans, which must provide for the funding of a stabilization provision, are no longer required to include a margin for adverse deviations. 18 March 2016

The rate of return of the funds from the PPEMO, special plans, RPCHCN and PPMP will be published in a near future.

The unveiling of the rates of return of the public sector pension plans follows the Caisse de dépôt et placement du Québec’s announcement of last February 24. The Caisse achieved an average rate of 9.1% in 2015.

Changes to the PPJCQM and the PPCJBJ

The employer contribution rate for the Pension Plan of the Judges of the Court of Québec and of Certain Municipal Courts  (PPJCQM) and for the Pension Plan of Certain Judges Appointed Before 1 January 2001  (PPCJBJ) has been modified on March 1st, 2016, in accordance with the bylaws 70-2016 and 71-2016.

A new social security agreement with Romania

The new social security agreement between Québec and Romania, which has been in effect since 1 March 2016, will now allow workers to obtain certificates of coverage for work in a foreign country and to apply to receive a pension. Are you a member of the Mabe Canada Inc. Pension Plan No. 1?

The provisional administrator of the pension plan has filed an amended version of the termination report that must now be approved by Retraite Québec.

Once the report has been approved, the provisional administrator will have 30 days to send you your statement of benefits. You will also receive an invitation to attend an information meeting. After the meeting you will have a time period in which to choose one of the options indicated on your statement of benefits.

Note that it will take about 120 days from the date the termination report is approved for benefits to be paid.

2015 income tax slips for Québec Pension Plan benefits

If you are receiving a retirement pension, disability benefits or survivors’ benefits under the Québec Pension Plan, you will receive an income tax slip that you must enclose with your income tax return. The slip indicates the amount you received as the beneficiary of a pension or benefits in the preceding year.

Request income tax deductions from your pension under the Québec Pension Plan

Deductions for income tax purposes can be made directly from your pension under the Québec Pension Plan in order to reduce the amount of income tax you will have to pay when you file your tax return. Use our Request for Income Tax Deductions online service, and you can decide for yourself the amount of the deductions you wish to be made.

Public sector pension plans - Statement of Deposits and tax-related documents

If, in 2015, you received one or more direct deposit payments under a public sector pension plan such as RREGOP or PPMP, you will receive your Statement of Deposits in January.

The statement gives the details of the direct deposit payments you received in 2015, as well as the amount of the first payment of your pension for 2016, if applicable. For more information on the document, consult the Statement of Deposits section.

Tax-related documents (income tax slips and receipts) needed to prepare your income tax returns will be sent in February .

Québec Pension Plan: Pensions increased by 1,2% in 2016

In January 2016:

  • pensions paid under the Québec Pension Plan are increasing by 1,2% due to annual indexation based on the cost of living;
  • the maximum pensionable earnings (MPE) will increase from 53 600 $ to 54 900 $;
  • the Plan’s contribution rate will increase by 0,15%.
