CAPSA guideline on electronic communication

The Canadian Association of Pension Supervisory Authorities (CAPSA), of which Retraite Québec is a member, has just published its Guideline No.2 This link will open in a new window. - Electronic Communication in the Pension Industry.

A pension plan administrator can communicate with members and beneficiaries of supplemental pension plans electronically, unless the Supplemental Pension Plans Act requires that another specific method be used. Electronic communication must conform with the requirements of the Civil Code of Québec and the Act to establish a legal framework for information technology.

New section concerning annuity purchasing policy for supplemental pension plans

Certain defined benefit pension plans can adopt an annuity purchasing policy. The policy allows the plan administrator to pay the benefits of members and beneficiaries through the purchase of annuities from an insurance company. Consult the new Annuity purchasing policy section to learn more.

In the mail: Family Allowance annual notices

If you have a child or children under age 18, you will receive your Family Allowance annual notice by the end of June 2019. The notice will give you the amounts that you will receive from July 2019 through June 2020. Be sure to verify that the information on your family situation is correct because amounts vary depending on the number of children in your care and whether the children are in shared custody.

Publication of the Regulation respecting the funding of multi-jurisdictional defined benefit pension plans

The Regulation (PDF, French Only) was published in the Gazette officielle du Québec on 10 April 2019 with amendments as a result of comments received. It will come into force on 25 April 2019. 11 April 2019

Living in Québec, but you gave birth in Ontario?

If your child was born outside Québec, in order to receive Family Allowance (formerly Child Assistance) you must file an application using our online service or the Application for Family Allowance Payments form. Don't wait! Family Allowance payments can only be made retroactively for a maximum period of 11 months from the date on which we receive your application, provided you meet all of the eligibility criteria.

Duplicate Income Tax Slips

If you are receiving a retirement pension, disability benefits or survivors' benefits under the Québec Pension Plan or a public-sector plan (RREGOP, PPMP, etc.) and you have not yet received your 2018 income tax slip, you can request duplicate income tax slips.

For the Québec Pension Plan, use our online service and have it sent to you by mail.

For public-sector pension plans (RREGOP, PPMP, etc.), contact us by telephone.

First payment of more generous financial assistance for Québec families

In 2019, the Family Allowance payments of numerous Québec families with more than one eligible dependent child will increase. For the first quarter of the year, the additional amount will be paid to eligible families in mid-March. Afterward, the amount will be included in their regular Family Allowance payments. Retraite Québec experts at the upcoming IGOPP seminar

On 5 April 2018, the Institute for Governance of Public and Private Organizations (IGOPP) will hold a seminar, which is entitled Les nouveaux défis de gouvernance des caisses de retraite en 2020, to discuss the new governance challenges of pension funds in 2020. Two Retraite Québec experts, Mr. Stéphane Gamache, Director of Supplemental Pension Plans, and Mr. Jean-François Therrien, Chief Actuary and Director of Public-Sector Pension Plans, will present conferences at the seminar. Are you receiving Family Allowance payments? It’s time to file your income tax return.

Retraite Québec relies on the family income declared in the previous fiscal year to recalculate, every year in July, the amount that Family Allowance beneficiaries are entitled to receive. To avoid any delay in payments, you must file your Québec income tax return no later than 30 April. Even in cases where one or the other spouse has no income to report, you must file an income tax return each year in order to continue receiving your Family Allowance payments.

Fraudulent message purportedly from Retraite Québec

A fraudulent text message is currently circulating that invites people to click on a false link in order to receive money from Retraite Québec.

Please be advised that Retraite Québec does not send text messages to its clients, for the moment at least. In addition, when this practice becomes possible, we are required to first request permission from each client to do so.

Scammers use a false identity in such messages to obtain your personal information under false pretenses.

More flexible criteria for approving variable employer contributions

Retraite Québec has made its criteria more flexible for approving variable employer contributions that apply to defined benefit plans or simplified pension plans. Note that under such plans, the employer contribution can vary depending on the number of years of employment or credited service, provided Retraite Québec gives its approval.

2018 rates of return for public-sector pension plans

In 2018, the RREGOP (Government and Public Employees Retirement Plan) fund generated a return of 4.2%, and the PPMP (Pension Plan of Management Personnel) fund generated a return of 4.3%. For details on fund returns of other pension plans, see our website.

The Caisse de dépôt et placement du Québec has published its results. In 2018, the Québec Pension Plan fund generated a return of 4.2%. Over the last 5 years (2014 to 2018), the average return has been 9.2%.

2018 income tax slips

If you are receiving a retirement pension, disability benefits or survivors' benefits under the Québec Pension Plan, or benefits under a public-sector pension plan (RREGOP, PPMP, etc.), you will receive a tax slip by the end of February. More specifically, we began mailing the tax slips on 4 January and will continue to do so until the end of February 2019.

On 1 January 2019, the Québec Pension Plan was enhanced to provide a better retirement income to current and future generations of contributors. The partition of benefits accrued under a public-sector pension plan in the event of the breakdown of a union between de facto spouses is now possible

As of 1 January 2019, the partition of benefits accrued under a public-sector pension plan is possible for de facto spouses in the event of the breakdown of their union.  For more information, see the terms and conditions on our website.

The regulatory amendments come following the introduction, in the Act respecting the implementation of recommendations of the pension committee of certain public sector pension plans and amending various legislative provisions, of provisions providing for partition between de facto spouses and the possibility for those spouses to obtain a statement of benefits.
