An increase in the annual maximum and minimum Family Allowance amounts, taking effect in January 2020, was announced in November 2019. Those amounts granted will no longer vary based on the children's rank in the family.

On 4 December 2019, Retraite Québec's Plan stratégique 2020-2023 (2020-2023 Strategic plan; French only) was introduced in the National Assembly. Retraite Québec has reaffirmed its vision for the period and the challenges it expects to face. It also lays out the measures that have been retained and the goals it has set to carry out its mission in an optimal fashion.

The new features added to the SPP Portal concern only pension plan administrators' representatives and pension committee members. The new features allow:
- pension committee members to access the portal;
- pension plan administrators' representatives or pension committee members to:
- send any document concerning a pension plan;
- contact Retraite Québec by using the secure email feature.

The plan undergoes changes every year. One of those changes is the indexation of your pensions.
In January 2020:
- based on the cost of living, your pensions will increase by 1.9%;
- the maximum pensionable earnings (MPE) will increase from $57 400 to $58 700.

The Regulation , published in the 20 November 2019 edition of the
Gazette officielle du Québec, aims to:
- review the scale to be used to determine the level of the stabilization provision
- increase and annually index required fee limits
- simplify the content of partial valuations of amendments.
The Regulation will come into force on 5 December 2019. However, the provisions relating to the increase of the required fee limits, the review of the scale as well as the manner for determining the level of the stabilization provisions will come into force on 31 December 2019. The provisions relating to the annual index of required fee limits will come into force on 1 January 2020.

The Québec government announced, while presenting its 7 November 2019
Update on Québec's Economic and Financial Situation, an increase in the annual maximum and minimum Family Allowance amounts. The changes will show on payments made as of January 2020.
Québec families will now receive the same Family Allowance amount for each child, regardless of the child's rank in the family.
Family Allowance calculation
The Family Allowance amount a family receives varies from one family to the next based on family income. Therefore, the higher the family income is, the lower the Family Allowance amount it receives, to the minimum amount.
Please note that
Family Allowance is a form of financial assistance paid to all eligible families with children under age 18 living with them.

Have you made up your mind? Are you ready to move forward with your retirement plans?
To begin receiving your retirement pension as soon as possible, you must:
- have made an agreement with your employer concerning the date on which you will stop working
and - send the Application for Retirement Benefits Under a Public-Sector Pension Plan form to Retraite Québec 90 days before the first day of the month of your retirement.
Once we have received your application, we will contact your employer (or employers) to obtain certain information. From when we start processing your application to its completion, we will inform you each step of the way and send you a confirmation of the amount of your retirement pension as soon as possible.

The Québec government has announced the addition of a second tier for the Supplement for Handicapped Children Requiring Exceptional Care.
In an effort to facilitate the process for parents, Retraite Québec will begin reassessing all applications for the Supplement for Handicapped Children Requiring Exceptional Care that it had initially rejected. As a result, no action is required from parents whose applications were rejected.

A pension plan administrator can communicate with members and beneficiaries of supplemental pension plans electronically, unless the Supplemental
Pension Plans Act requires that another specific method be used. Electronic communication must conform with the requirements of the Civil Code of
Québec and the Act to establish a legal framework for information technology.

The notice will give you the amounts that you will receive from July 2019 through June 2020. Be sure to verify that the information on your family situation is correct because amounts vary depending on the number of children in your care and whether the children are in shared custody.

If your child was born outside Québec, in order to receive Family Allowance (formerly Child Assistance) you must file an application using our
online service or the
Application for Family Allowance Payments form. Don't wait! Family Allowance payments can only be made retroactively for a maximum period of 11 months from the date on which we receive your application, provided you meet all of the eligibility criteria.

For the first quarter of the year, the additional amount will be paid to eligible families in mid-March. Afterward, the amount will be included in their regular Family Allowance payments. Retraite Québec relies on the family income declared in the previous fiscal year to recalculate, every year in July, the amount that Family Allowance beneficiaries are entitled to receive. To avoid any delay in payments, you must file your Québec income tax return no later than 30 April. Even in cases where one or the other spouse has no income to report, you must file an income tax return each year in order to continue receiving your Family Allowance payments.

A fraudulent text message is currently circulating that invites people to click on a false link in order to receive money from Retraite Québec.
Please be advised that Retraite Québec does not send text messages to its clients, for the moment at least. In addition, when this practice becomes possible, we are required to first request permission from each client to do so.
Scammers use a false identity in such messages to obtain your personal information under false pretenses.

Retraite Québec has made its criteria more flexible for approving variable employer contributions that apply to defined benefit plans or simplified pension plans. Note that under such plans, the employer contribution can vary depending on the number of years of employment or credited service, provided Retraite Québec gives its approval.

1 January 2019, the partition of benefits accrued under a public-sector pension plan is possible for de facto spouses in the event of the breakdown of their union. For more information, see the

The regulatory amendments come following the introduction, in the Act respecting the implementation of recommendations of the pension committee of certain public sector pension plans and amending various legislative provisions, of provisions providing for partition between de facto spouses and the possibility for those spouses to obtain a statement of benefits.
