Reminder to beneficiaries concerning the suspension of the indexation of certain retirement pensions and additional pensions under the PPMP

Consult the Your Pension statement available in My Account to understand your situation:

  • If you are a beneficiary whose suspension of indexation ended in 2023

    As of 1 January 2024, your retirement pension and additional pensions are indexed in January of each year.

  • If you are a beneficiary still affected by the suspension of indexation

    As of 1 January 2027, your pension and additional pensions are indexed in January of each year.

  • In both cases mentioned above, the indexation depends on the periods during which service was accrued. Therefore:
    • for service accrued before 1 July 1982, the indexation corresponds to 50% of the rate of increase of the Pension Index (PI);
    • for service accrued from 1 July 1982 to 31 December 1999, the indexation corresponds to the PI, minus 3%;
    • for service accrued since 1 January 2000, the indexation corresponds to the highest rate between 50% of the PI and the PI, minus 3%;
    • for additional pensions, the indexation corresponds to the PI, minus 3%.

Enhancement of the buy-back pension credit. Are you entitled to it?

Every person who is entitled to the enhancement has been notified by Retraite Québec. No action is required on their part.

To be entitled to the enhancement, a person must have received a buy-back pension credit, in particular following the buy-back of periods of service prior to when he or she joined the Government and Public Employees RetirementPlan (RREGOP), the PPMP or the Retirement Plan for Senior Officials (RPSO). Return of the members' fund under the PPMP in 2023

The PPMP members' fund generated a return of 6.5% in 2023. The amounts in the fund are fully invested with the Caisse de dépôt et placement du Québec (CDPQ), in various asset categories.

The return is attributable to the stock markets' performance and high bond yields. Therefore, for the PPMP fund, the specialized Public equity portfolio of the CDPQ generated a return of 17.7% and its fixed-income investments generated a return of 8.2%. Other asset categories in Real estate, Infrastructures and Private equity generated returns of -6.2%, 9.6% and 1.0%, respectively.

Table 1 shows the annual returns of the PPMP members' fund since 2014. Over a 10-year period, which ended on 31 December 2023, the fund generated an average annual return of 7.1%.

Table 2 shows the evolution of the value of the PPMP members' fund over the last 10 years. Please note that the significant decrease in the value of the members' fund in 2017 can be explained by the coming into effect of the Act to foster the financial health and sustainability of the Pension Plan of Management Personnel and to amend various legislative provisions. Under the Act, the government is responsible for all benefits payable to beneficiaries who retired before 1 January 2015. However, an amount of $5.1 billion (the portion of the assets regarding commitments to the beneficiaries) was transferred to the pension plans sinking fund in 2017, from the members' fund.

The PPMP and sustainable investment

The PPMP Pension Committee considers that it is essential that the CDPQ takes into account the environmental, social, and governance (ESG) factors in managing the PPMP members' fund. Furthermore, the CDPQ is recognized for managing the ESG factors in a rigorous manner and is qualified as a world leader in sustainable investment. The CDPQ has committed to meeting the highest standards regarding sustainable investment with its Policy – Sustainable Investing and its Climate Strategy.

The PPMP Pension Committee members are informed of the best practices regarding sustainable investments and they are discussed periodically with representatives of the CDPQ during meetings with the CDPQ's Sustainable investment team or during forums or awareness activities. The CDPQ also provides information on the matter.

My Account: more convenient than ever

Your personalized space in My Account is more convenient than ever. New functionalities have been added over the last few months. When you consult it, you can now:

  • sign up for direct deposit and change your banking information;
  • send documents;
  • request additional income tax deductions.

Are you a member?

Access My Account. You will find information and tools that will help you plan financially for your retirement. For example, you can consult your Statements of Participation under the Québec Pension Plan (QPP) and the PPMP. You will find the amounts that could be paid to you when you retire. In addition, by using the CompuPension tool, you can carry out a simulation of your retirement income and compare different scenarios for savings and retirement. You will therefore have the relevant information to make informed decisions.

Are you about to leave the labour market and did you apply for your public-sector retirement pension? You will find the Your Options reply form in My Account. Once you have completed it, you can track the status of your application for a retirement pension.

Are you a retiree?

Consult My Account. You will have access to the breakdown of the monthly payments of your pension. You will also find the Your Pension Statement of Benefits, which indicates the calculation of the last indexation of your pension and provides information on how it has evolved.

Furthermore, remember that every year, not later than the last day of February, your income tax slips are automatically uploaded to My Account.

My Account allows you to choose your communication preferences. We recommend that you choose the digital option. That way, you will not miss anything thanks to notifications that will be sent to you when a new document has been uploaded to your file or one of your applications has been processed.
