The guide contains instructions for updating plan information as well as completing and submitting the
AIR through the
SPP Portal and for messaging and consulting documents.

Introduction
Before you start...
Only the persons having the following roles are authorized to access the
SPP Portal:
- administrators' representatives
- committee members
- auditors
- persons authorized to complete the annual information return (AIR)
- persons authorized to send documents.
SPP Portal access rights vary depending on the person's role: persons are only granted access to sections required to complete his or her duties.
The same person can work on several pension plans and have different roles. The person is granted access rights accordingly.
First time accessing the
SPP Portal
Example based on your role
To be granted access to the
SPP Portal, pension plan administrators' representatives must provide their contact information and a valid email address (personal email address) to Retraite Québec's Direction générale des régimes complémentaires de retraite. Once a person has been appointed pension plan administrator's representative and his or her email address has been saved in the client file,
an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.
Those persons are responsible for registering the collaborators (one auditor per plan, the persons authorized to complete the
AIR, as well as the persons authorized to send documents) and pension committee members for the
SPP Portal to be granted access. Once the administrator's representative has registered a pension committee member's contact information and email address or a collaborator's contact information and email address for the
SPP Portal,
an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.
To find out how to enter information regarding pension committee members in the
SPP Portal and update their contact information, consult the
Pension committee subsection.
To find out how to enter information regarding collaborators in the
SPP Portal and update their contact information, consult the
Collaborators section.
If you are a plan administrator's representative and you do not have access to the
SPP Portal, please contact Retraite Québec's Direction générale des régimes complémentaires de retraite:
Pension plan administrator's representatives and persons authorized to complete the
AIR are responsible for entering pension committee members' contact information in the
SPP Portal's
Pension committee subsection.
To be granted access to the
SPP Portal, the pension committee members must provide the plan administrator's representative or persons authorized to complete the
AIR with a personal email address.
Once the committee member's email address has been saved by the administrator's representative in the
SPP Portal,
an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.
If you are a pension committee member and you do not have access to the
SPP Portal,
please contact the plan administrator's representative in question. If that person confirms that he or she has entered the information about you (including your email address) in the
Pension committee section, please contact Retraite Québec's Direction générale des régimes complémentaires de retraite:
Pension plan administrators' representatives are responsible for entering the information concerning the plan auditor (if the plan's financial report is subject to an audit) in the
SPP Portal's
Collaborators section.
To be granted access to the
SPP Portal, the collaborators must provide the plan administrator's representative with a personal email address.
Once the collaborator's email address has been saved by the administrator's representative in the
SPP Portal, an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.
If you are an auditor and you do not have access to the
SPP Portal,
please contact the plan administrator's representative in question. If that person confirms that he or she has entered the information about you in the
Collaborators section, please contact Retraite Québec's Direction générale des régimes complémentaires de retraite:
Pension plan administrators' representatives are responsible for entering the information concerning the persons authorized to complete the
AIR in the
SPP Portal's
Collaborators section.
To be granted access to the
SPP Portal, the collaborators must provide the plan administrator's representative with a personal email address.
Once the administrator's representative saves the collaborator's email address in the
SPP Portal,
an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.
If you are a person authorized to complete an
AIR and you do not have access to the
SPP Portal,
please contact the plan administrator's representative in question. If that person confirms that he or she has entered the information about you in the
Collaborators section, please contact Retraite Québec's Direction générale des régimes complémentaires de retraite:
Pension plan administrators' representatives are responsible for entering the information concerning the persons authorized to send documents in the
Collaborators section of the
SPP Portal.
To be granted access to the
SPP Portal, collaborators must provide the pension plan administrator's representative with a personal email address.
Once the administrator's representative saves the collaborator's email address in the
SPP Portal,
an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.
If you are a person authorized to send documents but do not have access to the
SPP Portal, please contact the pension plan administrator's representative in question. If that person confirms that he or she has entered the information about you in the
Collaborators section, please contact Retraite Québec's Direction générale des régimes complémentaires de retraite:
SPP Portal availability
Monday: 7:30 a.m. to 6:00 p.m.
Tuesday: 7:30 a.m. to 8:00 p.m.
Wednesday: 7:30 a.m. to 6:00 p.m.
Thursday: 7:30 a.m. to 8:00 p.m.
Friday: 7:30 a.m. to 6:00 p.m.
Creating a user account
To create an account, click the
Sign up now link.

Then, enter your email address and click
Send verification code.

Verify code.

The verification code is valid for a
limited time.

Once the code has been verified, you must enter and confirm a password and click
Create.
The password must be between 12 and 64 characters and include at least 2 of the following characters:
- a lowercase letter
- a capital letter
- a number
- a symbol.
Connection
Signing in
When you click
Go to the service, the login window will appear.
Enter your email address and your password, then click on
Sign in.
You are responsible for protecting the confidentiality of your password.

Send verification code.
You will receive an email at the address you entered, which contains the verification code you need to complete your authentication.
The verification code is valid for a
limited time.
You cannot find the email?
Check your spam folder. It should be there.
Drag it to your inbox: that way, the next time you receive emails from that source, they will be sent directly to your inbox.
You must enter the verification code in the authentication window, then click
Verify code.
Once the code has been verified, you must click
Continue to access the
SPP Portal.
Selecting the pension plan
Only users with access to more than one plan or who have more than one role can see this page. This box makes it possible to choose a specific plan or role.
If you have access to one plan only, you will be directed straight to the
SPP Portal homepage.
If you have several roles for the same plan,
be sure to select the appropriate one, because
SPP Portal access rights differ depending on the role.
Example
- Sort by column.
- If you have one role only, the plan name is a clickable link.
- If you have more than one role, select a role in order for the plan name to be clickable.
Is the list of plans to which you have access incomplete?

If you are
a pension plan administrator's representative, and the name of the plan you want to select does not appear in the list of plans, you must contact
Retraite Québec's
Direction générale des régimes complémentaires de retraite by
telephone or by email.

If you are a pension committee member or a collaborator and the name of the plan you want to choose does not appear in the list of plans, you must contact the pension plan administrator's representative.
SPP Portal homepage
The top of the homepage contains the following information:

- You can switch plans or roles without having to sign out if you have access to more than one plan.
- Name of selected pension plan
The icons to which you have access on the homepage will depend on the role that has been given to you for the selected plan.

When you click an icon on the homepage, the homepage menu will appear above the left menu. The menu that appears in each section will depend on your role.

The menu allows you to navigate from one section to another without having to return to the homepage. You can reduce the size of the menu to have a bigger workspace.
Collaborators

The pension plan administrator's representative has access rights that allow him or her to consult and modify this section, whereas pension committee members can only consult this section.
The following persons are collaborators:
- person authorized to complete the AIR
- person authorized to send documents
- auditor.
The plan administrator's representative is responsible for entering information concerning the persons authorized to complete the AIR, information concerning the persons authorized to send documents, as well as information on the auditor of the plan in the Collaborators section.
Once the administrator's representative has provided the information and clicked Save, the information on the new collaborator will appear in the table of collaborators. The new collaborator will receive an email asking him or her to register for the SPP Portal.
If a collaborator changes his or her email address, the administrator's representative must delete the collaborator's file, add it again and enter his or her new email address.

Person authorized to complete the AIR
There can be one or more persons authorized to complete the AIR for a same plan. Those persons only have access to the Information on the pension plan, Annual Information Return and Payment sections. They can consult and change information, but cannot submit the AIR. Only natural persons are authorized to complete the AIR.
Person authorized to send documents
There can be one or more persons authorized to send documents to Retraite Québec for a same plan. Those persons only have access to the Submitting documents section. They can add and consult documents that they have sent themselves, but cannot consult documents sent by other people. Only natural persons are authorized to send documents.
Auditor
There can be only one auditor per plan. The auditor only has access to the Consult, verify and submit and Attach or consult a document subsections of the Annual Information Return section. The auditor can consult the AIR and answer to the questions addressed to him or her. In addition, he or she can consult and add documents.

The auditor cannot make changes to the
AIR or submit the return to
Retraite Québec.
Information on the pension plan
Plan administrators' representatives and persons authorized to complete the AIR have access that allows them to consult and change this section. Pension plan committee members can only consult this section.
The Information on the pension plan section contains 4 subsections on:
- the plan
- the plan administrator's representative
- the pension committee, if applicable
- the employers party to the plan.
Depending on your role, you can consult and update certain information concerning the pension plan.
Pension plan
This subsection contains certain information that
Retraite Québec has regarding the pension plan.
Example based on your role
Only the Plan name change and Type of plan administrator fields can be changed. To make changes to other fields, you must contact Retraite Québec's
Direction générale des régimes complémentaires de retraite by
telephone or by
email.

Pension plan administrator's representative
This subsection provides the contact information that
Retraite Québec has on file regarding the plan administrator's representative. Only one person may represent the plan administrator.

For any change other than a change to the form of address or phone number, the plan administrator's representative must contact
Retraite Québec's
Direction générale des régimes complémentaires de retraite through the
SPP Portal's messaging service or by
email.

Pension committee
This subsection must be completed and updated only if the type of plan administrator is a pension committee. It is important that the contact information and email addresses of the pension committee members in this subsection be kept up to date.

In the interest of protecting the personal information of pension committee members, their contact information is only visible in the printed or saved version of the
AIR.
The reference table shows all members of the pension committee.
Example based on your role
In this subsection, you can update the list of pension committee members and update their contact information. Once a person has been added as a pension committee member, an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.

- Allows you to add a pension committee member.
- Allows you to update information concerning a pension committee member.
- Allows you to remove a pension committee member.
- Allows you to export the list in Excel format.

In this subsection, you can update the list of pension committee members and update their contact information. Once a person has been added as a pension committee member, an email from Retraite Québec will be sent, asking that person to register for the
SPP Portal.

Employers
The reference table shows the information of the employer or employers party to the plan.
Example based on your role
- Corresponds to the total number of employers entered on the table.
- Corresponds to the number of employers under the provisions of the plan registered with
Retraite Québec.
- Allows you to add information concerning an employer.
- Allows you to change information concerning an employer.
- Allows you to undo your most recent change.
- Allows you to delete information concerning an employer.
- Corresponds to the total number of employers entered on the table.
- Corresponds to the number of employers under the provisions of the plan registered with Retraite Québec.
- Allows you to export the list in Excel format.
You do not have access to this subsection.
- Corresponds to the total number of employers entered on the table.
- Corresponds to the number of employers under the provisions of the plan registered with Retraite Québec.
- Allows you to undo the last change.
- Allows you to change information concerning an employer.
- Allows you to undo your most recent change.
- Allows you to delete information concerning an employer.
You do not have access to this subsection.
Status of employers
It is possible to make changes to the list of employers party to the plan (add, remove and change name). However, until
Retraite Québec has received and registered an application for registration of amendments, the status of employers for which changes have been made will remain pending.
Four statuses are possible:
- Active (employer registered in accordance with the plan text)
- Awaiting changes
- Awaiting removal
- Awaiting addition.
Annual information return
In this section, you can:
- complete the Annual information return (AIR) for a given year
- verify the information in the
AIR
- add documents to the
AIR
- complete the schedule for the Canada Revenue Agency
- submit the
AIR to
Retraite Québec
- consult the PDF versions of AIRs submitted to
Retraite Québec.
Once a return has been submitted to
Retraite Québec,
you can no longer make any changes to it.
If you would like to make a change to a return that has already been submitted, you must contact the
Direction générale des régimes complémentaires de retraite through the
SPP Portal's messaging service, by
telephone or by
email.
For more information on the status of an
AIR, consult the Consult, verify and submit the
AIR subsection of this guide.
Select fiscal year
You must select the fiscal year covered by the
AIR that you would like to complete, modify or consult.

If the administrator's representative or the person authorized to complete the
AIR has not begun entering data, pension committee members and auditors cannot consult the return. Only AIRs whose fiscal year ended on 31 December 2018 or on a later date can be consulted in the Annual Information Return section of the
SPP Portal.

Completing the
AIR

The administrator's representative and persons authorized to complete the
AIR have access that allows them to complete the
AIR. Pension committee members are only able to consult the
AIR.
The
AIR is presented in several subsections. Where one or more subsections has not been completed, the
AIR is considered to be incomplete and cannot be submitted to
Retraite Québec.
Note that information for the previous year is listed in the right column.
Example based on your role

AIR correctly.
- Allows you to save data before moving on to a new subsection. When you save a subsection, information, warning and error messages could appear at the top of the page. Consult the
description of symbols section for more information.

- Allows you to close the column containing information from the previous year.
- Allows you to consult help boxes at any time, which provide important information that you will need to complete the
AIR correctly.
- Allows you to consult the

Determining the requirement of a financial audit (subsection 3.3)
This subsection must be completed by the administrator's representative or by the persons authorized to complete the
AIR only if the plan has less than 50 members and beneficiaries
and net assets of less than $1 million.
Otherwise, the lines of that section will not be accessible and the auditor will have to answer the questions addressed to him or her in the Consult, verify and submit the
AIR subsection.
Example based on your role
- If you answered Yes on line 381, the date of the annual meeting during which the members and beneficiaries were informed of the intention not to have the financial report audited must be entered on line 381.0.
- Lines 387 and 389 can only be completed if you answered Yes on line 381.
- If you answered No on line 381, a message will inform you that the auditor must answer the questions addressed to him or her in the Consult, verify and submit the
AIR subsection. Lines 387 and 389 are visible, but cannot be completed in subsection 3.3. The auditor's report on the audited financial statements for the plan and the report on supplementary matters arising from an audit must be enclosed with the AIR.

The Schedule of Required Information for the Canada Revenue Agency

The administrators' representative and persons authorized to complete the
AIR have access that allows them to complete the schedule for the Canada Revenue Agency (CRA). Pension committee members are only able to consult this section.
As long as the
AIR has not been submitted to Retraite Québec, you can complete the schedule for the
CRA through the
SPP Portal. When the
AIR is submited to Retraite Québec, the schedule is automaticallly forwarded to the
CRA. A PDF version of the schedule is also available in the Attach or consult a document subsection.

Once you have submitted the
AIR to
Retraite Québec, you can no longer complete the schedule for the
CRA through the
SPP Portal. In such a case, you must use the
form available on the
CRA's website 
and send it directly to the
CRA.
Attach or consult a document
With the exception of persons authorized to send documents, any person holding an authentication code may, at any time, attach documents to the
AIR or consult documents for a given year.
The following types of documents can be attached to the return:
- the independent auditor's report on supplementary matters
- the financial report and statements
- any other document related to the
AIR (additional information).

The document must be in PDF format and cannot exceed 25 MB.

Retraite Québec, the documents saved in the Attach or consult a document subsection will automatically be sent with the
AIR. When you click the
Add button, the following window will appear:

Consult, verify and submit the
AIR
Exchange of the
AIR between parties
Status of the
AIR
Information concerning the status of the
AIR is presented in the Consult, verify and submit the
AIR subsection. It allows you to find out what stage the production process of the
AIR has reached.
Example

The following statuses are possible:
- Being entered: The administrator's representative or the person authorized to complete the
AIR has begun entering data.
- Being audited: The auditor is verifying the return.
- Audited: The auditor has finished verifying the return.
The
AIR is submitted only once the administrator has clicked the Submit to Retraite Québec button and has received confirmation that it has been submitted.
An
AIR whose status is Audited is not submitted to Retraite Québec: it is considered as not filed, and additional fees can apply if the time period prescribed has not been complied with.
Example based on your role
In this subsection, you can:
- consult and verify the information in the
AIR
- save a draft version of the
AIR and print the PDF version of the
AIR at any time, even if the return has not been completed
- submit the
AIR to the auditor (for plans subject to auditing of the financial report)
- submit the
AIR to
Retraite Québec.
Verifying the
AIR
By verifying the return, you ensure that it does not contain any errors or inconsistencies. Two types of error messages may appear at the top of the page:
- errors to be corrected (in red)
- warning messages (in yellow).
Before you can submit the
AIR, you must have corrected all the errors indicated
in red. Refer to the
description of symbols as needed.

If you return to a section of the
SPP Portal to consult or change information,
you must verify the return again when you come back to the Consult, verify and submit subsection.
Questions for the auditor only
If the plan's financial report is subject to an audit, the auditor must complete lines 387 through 389 and the answers will be posted for consultation purposes only.
Saving as a PDF document
Allows you to save a draft version of the AIR as a PDF document at any time.
To save the PDF in French, you must sign in to the French
SPP Portal which:
- provides you with a French interface
- allows you to save the PDF document in French under the Consult, verify and submit the
AIR subsection.
To save the PDF in English, you must sign in to the English
SPP Portal which
- provides you with an English interface
- allows you to save the PDF document in English under the Consult, verify and submit the
AIR subsection.
As long as the
AIR has not been sent to Retraite Québec, you can save the PDF document in French or English, based on the language you choose when you sign in to the
SPP Portal
on Retraite Québec's website.
However, the language used when the
AIR is sent to Retraite Québec will determine the language in which the PDF document will be generated definitely. Once you have submitted the
AIR to, you can no longer obtain a PDF document in another language.
Send buttons
Submit to the auditor
- If the plan's financial report is subject to an audit, you must use this button to send the
AIR to the auditor so that he or she can answer the questions addressed to him or her. An email notification to that effect is sent directly to the auditor.
You must have first registered the information concerning the auditor in the list of collaborators.

Given that the auditor is not authorized to make changes to the
AIR, once the return has been sent to the auditor, the Financial situation of the plan section can only be changed if the auditor so requests. You are the person required to make the requested changes.
Submit to
Retraite Québec
- Consult the

Retraite Québec subsection.
In this subsection, you can:
- consult and verify all the information in the
AIR
- at any time, save a draft version of the
AIR in PDF format and print it, even if it has not been fully completed.

AIR as a PDF document at any time.
To save the PDF in French, you must sign in to the French
SPP Portal which:
- provides you with a French interface
- allows you to save the PDF document in French under the Consult, verify and submit the
AIR subsection.
To save the PDF in English, you must sign in to the English
SPP Portal which
- provides you with an English interface
- allows you to save the PDF document in English under the Consult, verify and submit the
AIR subsection.
As long as the
AIR has not been sent to Retraite Québec, you can save the PDF document in French or English, based on the language you choose when you sign in to the
SPP Portal
on Retraite Québec's website.
However, the language used when the
AIR is sent to Retraite Québec will determine the language in which the PDF document will be generated definitely. Once you have submitted the

- Allows you to return the
AIR to the plan administrator's representative if corrections still need to be made after your verifications. The administrator's representative and the persons authorized to complete the
AIR can make changes to information in the Financial situation of the plan subsection again.
- Allows you to return the
AIR to the plan administrator's representative once it has been verified. You can no longer change the information in the Financial situation of the plan subsection.
In this subsection, you can :
- consult and verify all the information in the
AIR
- save and print a draft version of the PDF version of the
AIR at any time, even if the return has not been completed.

- Only the plan administrator's representative can submit the
AIR to the auditor or Retraite Québec.

Submitting the
AIR to
Retraite Québec

Only the plan administrator's representative can submit the
AIR to Retraite Québec.
If the plan's financial report is subject to an audit, the auditor must first finish verifying the report before the
AIR can be submitted to
Retraite Québec.
If the plan's financial report is not subject to an audit, you can submit your annual information return to
Retraite Québec once it has been verified and all errors have been corrected.
To make it possible for the return to be submitted, the following three conditions must be met.
Submitting the
AIR with warning messages
If warning messages were not corrected at the verification step, you must confirm that you want to submit the return despite the inconsistencies.

AIR, you must confirm that the information in the 4 subsections under Information on the pension plan are up to date.

The plan administrator's representative must confirm that the plan administrator has reviewed the information in the
AIR and can attest to the accuracy of the information contained therein.

In the submission confirmation, you will find:
- the reference number of the payment
- the amount of fees to be paid
- the date and time on which the
AIR was submitted to Retraite Québec.

AIR was submitted.

Only pension committee members and administrators' representatives have access to this section.
Never send confidential information in a message.
You must submit this type of information in a document and select Yes on the right of the Document containing confidential information indicator. Therefore, only the plan administrator's representative and Retraite Québec will be able to consult it.

Each plan has an access to an electronic messaging service grouping all messages exchanged between Retraite Québec and individuals connected to the plan. The messaging service is linked to the plan and not to your role, which means that all individuals with access to the service can see the messages that were exchanged.

Retraite Québec always communicates with the administrator's representative.
The administrator's representative and pension committee member administering more than one plan must ensure that all information is sent to the messaging service for the plan in question.
Inbox
From the inbox, it is possible to consult messages that Retraite Québec has sent to the administrator's representative for the selected plan as of 25 November 2019.
Note that Retraite Québec no longer mails letters; they are now filed in the
SPP Portal in PDF format in the Documents section
and not in the Electronic messaging section.

Sending a message
This subsection of the electronic messaging service makes it possible for you to send information, documents and applications to Retraite Québec. Please note that the AIR cannot be sent through the electronic messaging service. It must be sent through the Consult, verify and submit an
AIR subsection under the Annual information return section.
To write a new message:
- click the New message button
- choose a topic from the list
- complete the fields (reference date, subject and message)
- attach a file
- choose a type of document (related to the topic of your email)
- select Yes or No as to whether the document contains confidential information
- select the document(s) to upload
You then have 2 options, either you:
- Save (which places your message in Drafts, accessible only to you)
- Send the message (your message and attachments will be sent to Retraite Québec).

Only documents in PDF format (25 MB maximum) can be sent through the electronic messaging service.
You can send several documents related to a same subject in one message.
However, each document must be in a separate PDF file.
Example of a message between a plan administrator's representative and Retraite Québec
A plan administrator's representative sends an application for an amendment through the electronic messaging service. On the category line of the message, he or she chooses Application for Registration and attaches 3 documents:
- the Application for Registration form
- the notice to plan members
- the plan provisions.
When the message is completed and has been sent, it is filed in the sent items box.
The attached documents are automatically listed in the Documents section.

Only pension committee members and administrators' representatives have access to this section.
However, if Yes is selected on the right of the Document containing confidential information indicator, the document can only be consulted by the pension plan administrator's representative and Retraite Québec. The pension committee members will see the name of the document displayed in the list, but will not be able to open it.
All documents exchanged since 25 November 2019 between Retraite Québec and individuals connected to the plan are saved. Retraite Québec no longer mails letters. They are now filed in the
SPP Portal in PDF format in the Documents section.
The documents added by the persons authorized to send documents can be consulted by the administrator's representative and by pension committee members in the Documents section.
It is possible to filter results by subject, date, document type, etc. You can also combine search topics to narrow down your results.
When Retraite Québec adds documents that were sent to us otherwise than via the
SPP Portal, for example by mail, the date indicated in the field Added on corresponds to the date on which Retraite Québec received the document and not on the date on which Retraite Québec added it to the
SPP Portal.

Document containing confidential information
Any information that allows a member or a pension committee member to be identified is considered to be confidential. For example, if you add a document that contains an individual's Social Insurance Number, date of birth, home address or salary, you must select Yes on the right of the confidential information indicator.
In the case of certain types of documents likely to contain confidential information, Yes has already been selected by default on the right of the Document containing confidential information indicator. This is the case, among other things, for the register of salaries, trustee's statement and statement of benefits. For other types of documents, you must select Yes or No to add a document. Please note that even if Yes has been selected by default for a particular document, you can always select No if it does not contain any confidential information.
Document containing confidential information

Only collaborators with the role of a person authorized to send documents have access to this section. They do not have access to the messaging service.
The persons can only consult documents that
they sent themselves.

To send a new document:

- choose a topic and a type of document related to the topic you chose
- select Yes or No, depending on whether the document contains confidential information
- select the document to upload

Once the document has been sent, you can consult it from this section. The administrator's representative, as well as pension committee members will be able to consult the document from the Documents section.
However, if the document contains confidential information, only the person who sent the document and the administrator's representative will be able to consult it. The pension committee members will see the name of the document in the list in the Documents section, but will not be able to open it.
